Adminstration
The Administration of Jeffersonville Police Department consists of a Chief, Assistant Chief, three Majors, and an Admin Assistant that keeps everything running smoothly. The Chief and Assistant Chief are appointed positions by the Mayor. The three Majors are then appointed by the Chief and Assistant Chief. These positions lead the department, setting an example for what is expected from all employees, boosting morale, setting short and long term goals, and generally leading all aspects of the department.
Chief Kenny Kavanaugh

Chief Kavanaugh, is a 28-year member of the Jeffersonville PD, starting in October 1994. The Chief has served through the ranks from patrolman for 3 ½ years, then promoted into the Detective Division at age 25, and was assigned to the Southern Indiana Drug Task Force for approximately 10 years as a Narcotics Detective. Additionally, Kenny was a member of the SWAT Team for 13 years, also serving in the role and capacity of SWAT Commander for 3 years. He has held temporary duty assignments such as: FBI Safe Streets Task Force and the U.S. Drug Enforcement Administration’s Louisville Office as an undercover officer.
Kenny is a graduate of the Indiana Law Enforcement Academy 95-120, U.S. D.E.A. Basic Eastern Kentucky University, University of Louisville Southern Police Institute 140th Session, and Ivy Tech Community College in Criminal Justice. This past March he completed his B.S. in Criminal Justice at Purdue University Global.
Chief Kavanaugh’s wife of 25 years is Lenae and they have one son, Jaylan, that is a Jeffersonville Police Officer. He is also currently serving in the Indiana Army National Guard, along with being a college graduate.
ASSISTANT CHIEF MICHAEL MCVOY

Assistant Chief of Police Michael “Scott” McVoy has served in this role since March of 2015. Assistant Chief McVoy has served the citizens of Jeffersonville since 2011 in multiple capacities in the patrol and K9 division and has prior service in the City of Madison. Asst. Chief McVoy is a 2015 graduate of the University of Louisville, Southern Police Institute Administrative Officers Course. Asst Chief McVoy is married to Kelly McVoy and has 4 children Kelsey, Michael, James and Nate.
MAJOR TODD HOLLIS

Major Todd Hollis serves as the Administrative Commander of the Jeffersonville Police Department. His duties include overseeing the agency's records division, school resource officers, boat patrol, K9 division, honor guard, facilities, and fleet operations. Major Hollis is a longtime resident of Jeffersonville. He received his Bachelor's Degree from Indiana University in 1997 and is a graduate of Southern Police Institutes's Administrative Officers Course. He began his career with Jeffersonville Police as a patrol officer in 1998. He has held the ranks of Corporal, Sergeant, Lieutenant, and Captain. He was promoted to Major and joined the administration in January 2024. In his tenure, Major Hollis has served in various roles, including K9 Handler, Detective, Public Information Officer, School Resource Officer, Records Manager, and District Captain.
MAJOR JOSHUA LYNCH

Major Joshua Lynch was raised in Jeffersonville and graduated from Jeff High in 1998. He began his career with the Jeffersonville Police Department in 2003. During his career he has worked in several capacities such as patrolman, Bike Patrol Team member, Crisis Negotiations Team member, S.W.A.T. Team member, Field Training Officer, and as an Indiana Law Enforcement Training Board Certified Instructor. In 2012 he was appointed to the position of Major overseeing the Training Division, Command of the S.W.A.T. Team, and Community Policing. In 2017, Major Lynch graduated from the 138th class of the Southern Police Institute’s Administrative Officers Course. In 2019, Major Joshua Lynch graduated Suma Cum Laude from Ivy Tech with an Associate Degree in Criminal Justice and he is currently studying to complete his Bachelor’s degree of Criminal Justice. Major Lynch was recently appointed as the Uniform Patrol Division Commander.
MAJOR ISAAC PARKER

Major Isaac Parker was raised in Jeffersonville and graduated from Jeffersonville High School in 1999. Following high school, he continued his academic and athletic career at the University of Louisville where he studied Communications and played football. Major Parker was hired by JPD in 2003 and graduated with honors from the 156th class of the Indiana Law Enforcement Academy. Early in his police career, Major Parker served as a Patrol Officer, SWAT operator, Crisis Negotiator, and an Indiana Law Enforcement Academy certified instructor. In 2008, he was assigned to the Detective Division where he climbed the ranks until his appointment to Operations Commander. Major Parker has served as the JPD Public Information Officer since 2014. He graduated from the 147th class of the Southern Police Institute’s Administrative Officer Course.
